There is also one that already includes what you are looking for:

- Chromatic tuner / Spectral analysis for Sample Tuning
- Note quantization (pitch) on random note values
- Option: Automatically assign sample's pitch to its note to keep all samples in tune
But i think the first one is exactly what you are proposing here?
