MIDI Note Velocity jumps to 100% when playing chords

Bug Description When playing more than one note at a time with a MIDI keyboard, on any instrument other than the new synth/perc options, the first note will obey the current velocity, but all subsequent notes (whether concurrently in a chord or sequentially in a strum) will jump to full on 100% velocity(loudness).
