Random repeat action parameter is sometimes too loud

Bug Description

When the Random Repeat action parameter is set to a step, occasionally the sample will playback at volumes far above the set value, resulting in jarring disruptions to the song.

Steps to Reproduce

  1. Place a sample on a track
  2. Set the action parameter to “Rnd Repeat” and the chance set to “Always”
  3. Allow the track to play for 3-10 minutes, more or less.
  4. Be sure to turn the sample down to -6 or more, as the unwanted playback is often drastically louder than expected and can be uncomfortable for the user.

Due to the inherent nature of this parameter, it is difficult to make occur with any regularity, but this is the typical timeframe experienced thus far.
