There is already an existing wish that wants to achieve something similar:

Set initial / default tempo in Config

Some users work with the same BPM for every project. It would be nice to have a option in the Config that would allow to set a global, default tempo for every new project. What is the problem? The Tracker has a default / initial tempo for every project. This tempo cannot be changed in the Config. What do you want to achieve? Have an option in the Config to set the default tempo. Are there any workarounds? Set the tempo for each project. Any links to related discussions? – Any references to…

It’s not as detailed as yours and doesn’t have much traction (just one vote in a year).

I think the reason for this might be because there is a very simple workaround, that works around this very well

• Setup a new project the way you want it and save it with a descriptive project name.
  For example: template-120bpm-csharp or whatever fits your bill.

• In the future just open the project you want to start from and resave the project with a different name and voila.

Maybe this is something you could adopt as well?
