Reading the manual, it appears as though tracks 9-16 (MIDI/Synth) track are not available in performance FX mode. Is this true, and is this on the roadmap?

they kinda are, just in strange unintuitive way… you can select synth-macro related actions in performance page slot, and then for activating let’a say midi track 9,10 (to have applied selected macro action to them) activate tracks 1,2 …
weird and not much convenient, but it works
That’s… okay I guess. Yes I managed to get that to work for specifically the macro parameters. Unfortunate as I would like to do step repeat, pattern play mode, and pattern length which don’t appear to work with the dedicated MIDI/Synth tracks. Better than nothing I suppose… 
If your tracks aren’t full, you can render to audio then do your thing
