What is the problem?
Attack, Decay and Release times on Envelopes for Instruments are currently decoupled from the tempo of the Project and based on seconds. This can make it difficult to set an Attack, Decay or Release stage to be rhythmically related. If it were possible to, on a per-Envelope basis (or per-Stage per Envelope) set the duration based on Steps (like we do for LFO speeds currently) it would make it very easy to make Envelopes that are rhythmically related. This would allow for greater flexibility in sound design capabilities, Projects that feature changing Tempos and for re-usability of Instruments between Projects (which is another Wish, I believe).
What should this feature achieve?
Allow for Attack, Decay and Release stages of Envelopes to be optionally set to Step amounts.
Are there any workarounds?
You could figure out the milliseconds for a Step and set each stage accordingly but that would be more time consuming and would not function as expected if the Project features Tempo changes.

the way Hydrasynth adresses envelopes is exemplary 
… IMO PE could take a lot more than just the topic for applications… like envelopes/ LFO curves and looping possibility
