Is it possible to configure a fixed midi channel per track instead of a changing midi channel per step? For example track 1 = midi USB1, track 2 = midi USB 2 etc

No, this is not possible.
A core concept of how the Play works is that you can put anything anywhere and a track has no defaults: There are not default samples for the sample tracks and no default MIDI channels for MIDI tracks. Neither are there any other default values from other encoders. Whenever a step is placed, its parameters are based solely on what the encoders are tuned into.
I understand why some might see this as a limitation or a missing feature, but it’s some of what made me fall in love with the Play.
I often find this to be bit counter-intuitive, but it is very powerful. I actually hadn’t even considered that this is also the way MIDI channels work. This makes me really want to hook up my play to everything I own that takes MIDI just to see what happens

I definitely think this feature is cool but would love a choice of whether or not you can configure midi output per track.
Yea I can see how it could be useful but it would be great to have it as a selectable option in the menu.
In this case, if someone likes track-based approach could also choose it.
Since all the samples/instruments have same pad color, it is easy to confuse them on larger projects.
The perfect spot for me would be this: mixture of Pick and Place and Track-based with different sample colors.
In this case, Track could have multiple samples, but would “remember” its last picked sample. So when you get back to certain Track, you would continue where you left off.
I would love to have this as an option too.
