Yeah that does sound like normal behavior. The issue is that there is nothing re-triggering your Synth 1. In order for a latched note to retrigger it needs a new event like a step from a sequence, a new arp note, a press of the pad or some external midi creating a new event.
There is a feature request for this functionality. You can vote for it at the top of the page
